520 |a Die Rüstungsdynamik bei den konventionellen Waffen in Europa ist durch Asymmetrien gekennzeichnet. Sie bilden die Hauptursache der Instabilitäten und sind zugleich der Grund dafür, daß konventionelle Rüstungskontrolle vor nur schwer überwindbaren Hindernissen steht. Angesichts dieser Situation muß konventionelle Rüstungskontrolle darauf abzielen, strukturelle Nichtangriffsfähigkeit auf beiden Seiten zu schaffen. Das bedeutet sowohl ein Abgehen von der geltenden Militärstrategie als auch Verzicht auf die Entwicklung weitreichender konventioneller Waffensysteme. (SWP-Btg)
