|a En este articulo se analiza la reciente controversia entre los Estados Unidos y varias naciones del Area del Caribe sobre la cuestion de la soberania y de la implementacion de una serie de programas bilaterales de cooperacion en la lucha contra el trafico de drogas, los asi llamados "shiprider agreements", que otorgan a los guardacostas y la marina norteamericanos el derecho a interceptar y allanar naves en las aguas territoriales de paises vecinos. Las negociaciones sobre algunos de estos acuerdos se han transformado, por razones diversas, en un embrollo diplomatico. La cooperacion y el dialogo se han visto obstruidos, debido a las nociones tenidas por las partes involucradas sobre las intenciones y motivos del otro lado. (Rev Eur Estud Latinoam Caribe/DÜI)
