|a Im Rahmen der Tagung des Volkskongresses im Juni 1989 fand die Konstituierung des Unionsrats und des Nationalitätenrats als beideKammern des neuen Obersten Sowjet der UdSSR statt. Bei jeder dieser Kammer wurden vier Ständige Kommissionen gebildet. In der ersten Tagung wurde vom Obersten Sowjet der UdSSR die Bildung der vierzehn Ständigen Komitees beschlossen sowie ihre Vorsitzenden gewählt. Danach nahmen die Komitees und Kommissionen am 19. Juni 1989 ihre Arbeit auf. Auf den Sitzungen der Ständigen Komitees und Kommissionen des Obersten Sowjet der UdSSR wurde die Konstituierung fortgesetzt. Auf den Plenarsitzungen des Obersten Sowjet der UdSSR wurde die Vorbereitung von Gesetzesentwürfen beschlossen. Die erste Debatte über den überwiegenden Teil der Gesetzesentwürfe wurde auf die zweite Sitzungsperiode verschoben. In dieser Zeit sollen auch "großangelegte radikale Maßnahmen" zur Sanierung der Wirtschaft beschlossen werden. (BIOst-Ldg)
