Harding's Return to Normalcy, Joseph McCarthy's anticommunist crusade, and Richard Nixon's Silent Majority, all hinge on the implicit-and at times very explicit-view that the other party represents an Other that comprises an existential threat to the United States and what it stands for. Though its commitment to equality certainly does not meet the standards of the twenty-first century, Gould believes that the GOP went as far as it could go in promoting African American rights without jeopardizing its electoral fortunes.
