|a Any analysis of the dynamics of the sugar industry and of the nature and content of sugar policy in post-Independence India requires a proper understanding of its historical background and the context within which the existing structure of the industry has emerged. Both before and after Independence, the white sugar mill industry has been closely guided by state policy and intervention.
